Anglican Priests May Not Distribute Communion

At Mass recently there was a Communion line where an Anglican vicar distributed Communion for non-Catholics. Is this allowed?

One must at least be a Catholic layman to distribute Holy Communion at Mass (Code of Canon Law, can. 230.1). So Anglican priests would not qualify, nor would other non-Catholics. See also Immensae Caritatis, the 1973 document that authorized extraordinary ministers of Holy Communion.
